A spokesman said it was routine for the department to follow up on reports of electronic threats to classified information, but he couldn't confirm reports by The Guardian newspaper and The New York Times of an attempt to download the data. Both U.S. newspapers reported that it was an American company that had been targeted. The Guardian said an unidentified British citizen was found to be the chief target of a hacker group that had penetrated the private network used by the U.S. State Department and other government agencies to conduct sensitive foreign policy and intelligence-gathering. The New York Times, in a story published Friday, said the hacker group was trying to get access to classified documents relating to U.S. foreign policy. Allegations that U.S. government computers are being targeted by hackers have surfaced frequently in the past two years, but this case is the first to allege specific cases of an attempt to get access to government secrets. "I can't confirm it," spokesman John Kirby told The Associated Press, when asked about the existence of a hacker group targeting U.S. government computers. Citing unnamed sources, the two U.S. newspapers said the hacker group was an anti-secrecy group called The Shadow Brokers that gained access to the Stuxnet computer worm that was used against Iran's nuclear program in 2010. The Times reported that U.S. officials found the Shadow Brokers had posted a public message on the Internet, saying: "We have what you want. All you need to do is ask." The newspaper reported that the agency didn't believe there was a direct connection between the Stuxnet incident and its efforts to obtain the diplomatic cables. It said the breach appeared to be similar to one in 2012, when about 1.7 million confidential diplomatic cables on al-Qaida were published by a hacker group calling itself "Ghost Cypher."
